Governance refers to the exercise of economic, political, and administrative authority to manage a country’s affairs at all levels. It comprises mechanisms, processes, and institutions...through which citizens and groups articulate their interests, exercise their legal rights, meet their obligations, and mediate their differences. Good governance is predictable, open and enlightened policy making; a bureaucracy imbued with professionalism; an executive arm of government accountable for its actions; and a strong civil society participating in public affairs; and all respecting the rule of law. Under the theme of Governance ANC will address principles and policy concerns on the following sub-themes: Leadership, Peace, National Cohesion and Integration, Corruption, Constitution Implementation, Regional Integration and International Relations and Civil Society


The concept of leadership in Kenya today means dictating, manipulation and misusing others for the sake of enriching oneself....Our social, political and economic problems are as a result of bad leadership. To ANC, leadership is the ability to guide others without force into a direction or decision that leaves them still feeling empowered and accomplished. Leadership entails three things: to listen, to inspire and to empower others. Good leadership is about being bold enough to have vision and humble enough to recognize achieving it for the sake of the welfare of society. ANC policy aims at ensuring that those vested with power, state offices and institutions exercise the highest level of integrity, transparency, accountability and responsiveness to the needs of the society. ANC leadership policy will not condone laziness, negligence or corruption in the handling of state and public affairs. To this end, ANC policy recognizes the following virtues as definitive of good leadership: moral probity and responsibility; role modeling, integrity, accountability, transparency, responsiveness, honesty, courage, and teamwork; zero tolerance to corruption, nepotism, and all forms of victimization and discrimination; servant-leadership, tolerance, patience, reasoned empathy; vision creation and direction, and the rule of law.

National cohesion and integration entails the awareness of a common identity amongst the citizens of a country. It means that although we belong to different ethnic groups, religions, race, colour, and speak different languages we recognize the fact that we are all ‘integrated’ as human beings.... This kind of integration is important in building of a strong and prosperous nation. Unity in diversity does not mean oneness that comes from ethnic, racial and or cultural similarity. It is unity defined by our common geographical boundaries as a nation, anchored in our national anthem and blue print (the constitution), determined by our resolve to stand together, support one another, pursue progress and development for ourselves and posterity, defend our sovereignty as a nation against internal and external aggressors; and have an identity of belongingness as Kenyan people.

>Eastern Africa and African countries have had a long history of repeated attempts to link nations and sub-groups through several broad regional integration and cooperation arrangements. ... These attempts reflect the desire to deal with growth-retarding problems. These include the small size of the typical African economy, many of them are landlocked and the poor state of infrastructure services (transportation and communication). These factors hamper sustained growth of many African countries. Regional integration and cooperation are therefore appropriate ways of addressing these factors.

Years of struggles by Kenyans for a new for democratic governance and economic justice order culminated in the Constitution of Kenya 2010.... The thread tying the covenant is devolution. Its key elements are that it provides for;

Properly implemented, devolution will lead to efficient and effective delivery of services to the people, improve infrastructure and trigger economic growth in Kenya. Devolution promises inclusiveness, participation, equity, non-discrimination, protection of the marginalized, good governance, integrity, transparency and accountability within governance.

But devolution is a nightmare to development, a conduit of corruption, nepotism, tribalism, inefficiency and incompetence. Devolution is also under further threat from reluctance of national government to cede developed functions and backstage budget maladministration..

Devolution of power and resources to counties is meant to make counties incubators for economic growth, democratic governance and social development. The ANC stands for comprehensive implementation of devolution. That is why our clarion call is Amani na Ugatuzi! ANC stands for explicit and stringent policy for comprehensive implementation of devolution

ANC Policy

ANC principle policy on devolution is comprehensive implementation in letter and spirit of the constitution. ANC will establish legal, political, social and economic frameworks for the reconstruction of the institutions of devolution and the mechanisms of management to make devolution more people derived and driven in decision-making.

This is informed by ANC’s believe that principles of governance should provide opportunity for citizens to not just view themselves as sovereign citizens, enjoying a rich and broadened Bill of Rights, but to practically engage in governance as free citizens constructing their destinies. This requires re-engineering the citizen to appreciate democratic space provided; their role as citizens and; the role and responsibilities of County governments in development.
